Dr. Ian Martin was recognized by the Milwaukee County Board of Supervisors in June 2023.

By the initiative of Chairwoman Marcelia Nicholson and Supervisor Peter Burgelis, some forty individuals and organizations were recognized by the Milwaukee County Board of Supervisors and presented citations in a special meeting on June 22, 2023. "Today, we recommit Milwaukee County to supporting and uplifting the LGBTQ+ community, celebrating those who make a substantial positive impact on the LGBTQ+ community in Milwaukee County," Supervisor Burgelis stated. "Today we are making up for lost time. We have dozens of people to recognize, not because so much has been done in the past year, but because decades and even years ago, there was little to no recognition of the LGBTQ+ community. I am thankful to work with a Chairperson who enables our County Board to honor these well-deserving individuals."

Recognitions were made in the categories of "Community Leaders and Activists," "Government Leaders," "Business and Cultural Leaders," and "Health and Wellness Leaders". Martin's citation (in which he is largely self-described) read as follows:

  • WHEREAS, Dr. Ian Martin, as System Chairman of Department of Emergency Medicine at the Medical College of Wisconsin (MCW), recognized that the Centers for Disease Control and Prevention (CDC) recommends HIV testing for all people between the ages of 18-64 years at least once in their life, and more frequently for those with additional potential exposures, recognizing the importance of diagnosing HIV in individuals who are unaware of their infection to end the HIV epidemic; and
  • WHEREAS, Dr. Ian Martin and his team implemented a universal, opt-out HIV screening in seven emergency departments of the MCW health network, led by Dr. Ian Martin, which has better served patients and promoted public health in Wisconsin by adhering to CDC guidelines; and
  • WHEREAS, Dr. Ian Martin's initiative has been made possible through the collaborative efforts of the Departments of Emergency Medicine and Pathology and Laboratory Medicine, the Division of Infectious Diseases, emergency department nursing leadership, and hospital administration, exemplifying the power of partnership in healthcare; and
  • WHEREAS, Dr. Ian Martin and his team have performed a remarkable total of 11,295 HIV tests since the program's inception in July 2022, representing a substantial increase from an average of 50 tests per month prior to this initiative; and
  • WHEREAS, Dr. Ian Martin and his team have identified twenty-one new cases of HIV in less than a year, and an impressive 95% of those individuals have been successfully linked to care through MCW's HIV Care & Prevention program, demonstrating the program's commitment to prompt and compassionate support for newly diagnosed patients; and
  • WHEREAS, Dr. Ian Martin and his team are dedicated to ending the stigma surrounding HIV and promoting testing as a means to end the HIV epidemic, which disproportionately affects LGBTQ+ communities of color in Milwaukee County; now, therefore
  • BE IT RESOLVED, the members of the Milwaukee County Board of Supervisors, on the motion of Supervisor Peter Burgelis, along with Supervisors Ryan Clancy, Priscilla E. Coggs-Jones, Caroline Gomez-Tom, Willie Johnson, Jr., Juan Miguel Martinez, Shawn Rolland, Steven Shea, Liz Sumner, Sequanna Taylor, Sheldon A. Wasserman, do hereby commend Dr. Ian Martin and his team for the successful implementation of universal opt-out HIV screening, acknowledge his outstanding commitment to public health, his unwavering dedication to patient care, and his exceptional efforts in combating the HIV epidemic in our community.
